Mark Thackeray

Mark Thackeray

Mark Thackeray joined the company in 1995 and is the principal consultant at our Bourne End Office. After graduating in Town Planning from Cardiff University he worked in local government in South Wales before a long stint with Reading Borough Council’s local planning and development control teams. Over sixteen years he rose from senior planner to development control manager, heading up the Council’s development control and enforcement functions.

In 1992 he left to set up his own consultancy practice, MTP, before joining the practice on a full-time basis. Since then he has worked on behalf of many of the country’s leading breweries, pub management companies, restaurant chains and hotel operators. At Walsingham Planning he handles most of our dealings with Premier Inn across the south of the country. He also works on housing, commercial and retail schemes.

Mark has been a member of the Royal Town Planning Institute since 1980, he is experienced at all levels of planning appeals and instructing planning counsel.

Away from the office Mark keeps fit playing golf (badly) and jogging in the Chilterns (slowly). He also enjoys painting watercolour landscapes, researching his family tree and practising the ukulele.

Helen Binns

Helen Binns

Helen Binns joined the Walsingham Planning team in Knutsford in March 2011 and has over 14 years’ experience as a planner. She started her career working in local government in development control and enforcement before joining RPS in 2002, where she progressed to the level of associate.

Helen has experience of a wide range of planning matters and advises both public and private sector clients. She has been involved in many residential development projects, including affordable housing and student accommodation, as well as commercial development, leisure and education schemes. She also has experience of development proposals involving heritage assets and dealing with enforcement cases.

Helen has experience of leading large multi-disciplinary project teams and managing complex planning applications, including where environmental impact assessments are required. She also has experience of negotiating Section 106 legal agreements, instructing counsel, pursuing planning appeals, submitting representations to development plans and planning applications and undertaking planning appraisals.

She has been a member of the Royal Town Planning Institute since 2001.

Helen is a dedicated mum to two children. Outside of work she also enjoys reading, walking, swimming and going to the cinema.

Sophie Matthews

Sophie Matthews

Sophie Matthews joined the team at our Bourne End office in 2011.

She graduated from the University of Southampton in 2002 with a BSc (Hons) in Geography and holds an MSc in Development Planning from the University of Reading. She became a member of the Royal Town Planning Institute in 2009.

Sophie began her planning career at Runnymede Borough Council before moving on to Cunnane Town Planning LLP in London. She advises a broad range of clients, including Hartwell, Explore Learning, Greene King and Hotel Chocolat, and has experience with developments including food and drink, retail, office, residential and mixed use. She has made applications for residential developments, redevelopment of part of the Butlins Minehead resort, new hotels and a wide range of other proposals.

Sophie enjoys live music, movies and baking.

Andrew Winstone

Andrew Winstone

Andrew Winstone joined Ian Jewson Planning (now part of Walsingham Planning) in June 2015.

He holds a post graduate Diploma in Town Planning, and became a Member of the Royal Town Planning Institute in 1992. He worked in local government for approximately 20 years, progressing to Principal Development Control Officer with additional responsibility for managing the planning enforcement function at Tewkesbury Borough Council. Andrew moved to private practice in May 2007. He brings to the practice considerable experience in leading on and project managing planning applications for a wide range of development proposals, and providing sound and commercially focused planning advice. Andrew is based at the Bristol office.

Away from the office Andrew has a range of interests, including industrial archaeology and railway history, reading, and following Gloucester Rugby.

Daniel Sharp - Principal Planner

Daniel Sharp

Daniel Sharp joined Ian Jewson Planning (now Walsingham Planning) in October 2010 and has over ten years’ experience as a planner. After completing a Masters degree in Town and Country Planning at the University of the West of England he started his career at RPS in 2006. He became a chartered member of the Royal Town Planning Institute in 2009.

With wide ranging experience of working with housing developers, Daniel's strengths lie in residential and mixed use development. His expertise includes Planning Appraisals, Planning Applications, Planning Appeals, Development Plan Promotions and Environmental Impact Assessment.

Away from the office Dan enjoys football and cinema.
